opening application does not focus

Bug Description
For some programs when launched either from the launcher or dash, do not gain focus. Focus remains on the previously focused application. PCManFM is one example of a program which exhibits this behaviour, however I think I have seen it with others.
For example:
1. Install pcmanfm, and make sure it is locked in the launcher.
2. Open Firefox
3. Do something to make sure that Firefox is in focus like opening a tab
4. LaunchPCManFM
This should cause PCManFM to open, but it will not be focused (the global menu still belongs to Firefox, and the PCManFM launcher icon wiggled and is highlighted as if it needs my attention. Not sure if there is a race condition going on or something.
