Bug Description
The via tool currrently ignores DRC constraints if "auto enforce DRC" is set. It should refuse to draw a via if it will be too close to some copper with a different net.
This is almost a bug, since it results in frequent
DRC violations when manually routing with DRC enforcement
set.
