can't place part if silkscreen extends outside board space

Bug Description

As an effect of the negative coordinate bug, the
program will not let you place a component if a portion
of it extends outside the board limits (including
negative). This includes the layoutname, which
in this case is:
   header_2.54mm_2x10_male_vert_bare
This part cannot be placed at x=1000 after being
rotated 180 degrees.

Also, many parts may extend over the edge of a board
including
right angle connectors, switches, TO-220 transistor
tabs, etc.

Placing the part, changing the name, and then moving is
not acceptable since the part must (unfortunately) be
placed on a 1mil grid
and this introduces too much oportunity to introduce
error and unnecessary steps.
