Make minimum size 1000x1000 mil

Bug Description

I realized minimum allowed PCB size is 1200x1200 mil.
I was making a component footprint. First I drew the
lines and circles in Pythoncad, framed with 1 inch
square, exported into PPM, then cropped exactly the
rectangle, and used as background.

I wanted to set the PCB size to 1000x1000 mil to be in
scale, but I couldn't. Minimum was 1200x1200. I had to
edit the PCB file manually.

I think 10x10mm would be a better minimum.. i've seen boards this small
 ;)

I have needed to design PCBs with one dimension well under
1000 mils; is there a good reason this limitation is there?

Currently the minimum size is 10 mil X 10 mil:

The minimimum size is still set to 1000, but was never updated when we
switched to centimils, so the smallest board is now limited to 10 mils!

Yes, the GTK sizes dialog still enforces it!
