Doxygen config file for pcb.

Requires doxygen version >= 1.4.6
Put the file doxygen.cfg in the pcb toplevel directory.
Invoke with doxygen doxygen.cfg
Doxygen generated douments (html, latex) go into pcb/doc/doxygen

Edit doxygen.cfg for manpages and other document types.

I expanded on the previous contrib (doxygen.cfg) by making a config file with eyecandy (call graphs etc.) and a config file without eyecandy.
Needless to say that the latter consumes less disk space (about 800 or so files for the config file without eyecandy and about 8240++ files for the version with eyecandy, so be warned).
Further I added a what-is-pcb.html introduction for the doxygen dox to be included on the index page and a file called pcb-main.txt to create the inculsions in the index page.
The tarball puts it's contens in pcb/doc.
Invoking doxygen creates doxygen dox in a subdir called pcb/doc/html (or latex if you want doxygen to do so).
