Add "active sizes" to the Sizes menu

Bug Description

Attached patch adds all "active sizes" to the "Sizes" menu.

A new user to PCB does not know where to find items such
as "adjust text size", because they do not know it is under
the "adjust active sizes" menu. They continually cycle through the
"select" menu using "text +/- 10 mils" then declare that PCB is to
time consuming to use.

PCB by default should be friendly to the new users that have not
yet learned they can customized their own menus.

Could you check the latest pcb and see if this still needs fixing? The menus are different now...

Can confirm the bug for two reasons:

- AdjustStyle() is in gpcb-menu.res, but not actually appearing in the menu at runtime.

- Running AdjustStyle() via command entry shows that there's no way to edit text sizes.
