refdes labels can't be moved in new layout without restart

1) Run gsch2pcb -s foo.sch
2) Run pcb foo.pcb
3) Dismiss library and log windows
4) Select -> Disperse all elements
5) View -> Grid size -> No grid
6) Settings -> Only Names
7) Try dragging a refdes label
8) See that the refdes label doesn't move
9) Try other refdes labels and get the same result
10) Expected behavior is that the refdes labels move when dragged
11) Restarting pcb solves the problem
12) I'm using PCB version 20091103 with the GTK HID on Ubuntu 9.10
