Bug Description

If the buffer contains non-plated holes, convert-to-element ignores the holes.

Can you attach an example where a select all + convert to element does the wrong thing? I've never tried to use non-plated holes with PCB.

Can't reproduce this with current Git master either. If the problem persists, please open a new bug, ideally with a layout demonstrating the issue (such holes before convert-to-element and after).
