New polygon code fails to display component lay correctly

Bug Description
The attached PCB was created with the 20060822 release. When viewed with version 20070208, FC6 rpm release, compiled for GTK, the component side ground plane behaves strangely. When zoomed the gorund plane is visible, however moving using the scroll bars causes the ground plane to disappear, as does zooming out. There also seems to be a problem with random traces, that do not show in outline mode, or are seen by the PCB DRC / netlist checker yet appear to short out T101, T102 and T103. Prior ro this release the PCB was ok. The solder ground plane seems to behave ok.

I suspect this has to do with the polygon touching the borders of the board.
I applied my Autocrop() plugin to cause it to actually pad away from the edge (my plugin doesn't actually care if the board gets bigger, and leaves clearance). Then the polygon draws fine. After that, the polygon doesn't have the bad behavior.
BTW, there's some crap wayyy off to the right side which is "off the board" but autocrop found it and made the area about 3x as wide until I deleted those stray segments.
