PNG Export not exporting expected layers

Bug Description

PCB version 4.1.3 and older. First experienced in 2015.
Refer to gEDA user's forum thread with subject "PCB 4.1.3 png export acting weird" dated 1/29/19.

With unwanted layers turned off, leaving only "top silk", "outline", and "pins/pads". Exporting to PNG file with "Only-visible" and "Monochrome" options checked, the resulting file contains the unexpected "Component" and "Solder" layers (traces) as well as the three wanted layers. When choosing "screen-layer-order" and not changing anything else, the resulting file contains only the "top silk" layer.

This behavior has been reproduced by Chad Parker and DJ Delorie.

Temporary work-around: The "signal2" layer was used to create a box around the circuit board. Then checking "screen-layer-order" in the PNG dialog will produce the expected "top silk", "outline" and "pins/pads" layers in the PNG file. If "screen-layer-order" is left unchecked, the PNG file will contain the unwanted layers.

If "Pins/Pads" and "Vias" are set to visible they are not exported either.
