PCBFileVersionNeeded tests features in the wrong order

Bug Description

Presently, file.c:PCBFileVersionNeeded checks for polygon holes before it checks for buried vias. If it finds a polygon hole it will return that file version regardless of the presence of any buried vias. Since newer versions support all older features, the newest features needs to be tested for first.
