Need polarized SMD/T footprints

Bug Description

The standard footprint collections have a reasonably nice selection of surface mount footprints.

What is missing, is polarized footprints for the standard numbered types. i.e. 1206, 805, 603, etc. There are polarized capacitors that come in these footprints.

In lib/generic.list the following packages are defined:

smd_capacitor_polarized_603:SMD_POLAR:603
smd_capacitor_polarized_805:SMD_POLAR:805
smd_capacitor_polarized_1206:SMD_POLAR:1206
smd_EIA_A_capacitor:SMD_POLAR:EIA A
smd_EIA_B_capacitor:SMD_POLAR:EIA B
smd_EIA_C_capacitor:SMD_POLAR:EIA C
smd_EIA_D_capacitor:SMD_POLAR:EIA D

This can be a starting point for expanding the m4 lib.

OTOH, it would be a good thing if the newlib would be reorganised as per IPC footprint naming convention.

Any user can help with that, patches are welcome.
