Need polarized SMD/T footprints

Bug Description
The standard footprint collections have a reasonably nice selection of surface mount footprints.
What is missing, is polarized footprints for the standard numbered types. i.e. 1206, 805, 603, etc. There are polarized capacitors that come in these footprints.

In lib/generic.list the following packages are defined:
smd_capacitor_ polarized_ 603:SMD_ POLAR:603 polarized_ 805:SMD_ POLAR:805 polarized_ 1206:SMD_ POLAR:1206 A_capacitor: SMD_POLAR: EIA A B_capacitor: SMD_POLAR: EIA B C_capacitor: SMD_POLAR: EIA C D_capacitor: SMD_POLAR: EIA D

This can be a starting point for expanding the m4 lib.
OTOH, it would be a good thing if the newlib would be reorganised as per IPC footprint naming convention.
