Bug Description
When setting the polygon clearance of a pin/pad/via, if the value specified is too small, pcb silently increases it to a minimum value related to the Bloat DRC parameter.
1. This shouldn't be silent. Anytime the software does something different from what the user asks, the user should be told so.
2. DRC rules should only be applied if "auto enforce DRC clearance" is enabled.
3. DRC should be enforced separately.
