Incorrect units in the increments preferences

Bug Description
In the increments preferences dialog, all of the units are displayed using the currently selected system of units. If metric is selected, they are all displayed in mm. If imperial units are selected, they are all displayed in mils.
The imperial increments should always be displayed in imperial units. The metric increments should always be displayed in metric units.
