puller crosses unplated holes

Bug Description
when the puller works on lines that go around an unplated hole, it seems to treat the hole as zero-diameter -- it does not simply snap through it, but only barely avoids the center.
the element i've tested this with contains the pin
Pin[0.0000 0.0000 0.0000 20.00mil 4.4540mm 4.2000mm "" "" "hole"]
which does clear copper eg. in ground planes.

the attached file demonstrates the issue when deselecting "Optimize routed tracks" / "Only autorouted nets" and running "Global puller" / "All" on layer "signal2".
