arcs don't honor Rubber band mode

Bug Description

When an arc is moved attached lines should rubber-band as they do when a line is moved.

It probably doesn't make sense to try to make an arc do something rubbery when an attached line/pin/pad is moved, as it's not obvious how it should do this while remaining an arc.

I have tested with a line in one edge and an arc in the other and can confirm line rubber band while arc does not.

It is useful to rubber band an arc as is done then drawing it. It would probably also make sense to adjust circle radius, center and draw as many degrees as necessary to fit the ends into a nice arc segment.
