arcs honor 'show DRC clearance', but not 'enforce DRC clearance'

Bug Description
These two options from the Settings menu are closely related and it shouldn't be too hard to get arcs to honor both.

I have tested and can confirm, drawing a line enforce clearance while drawing an arc does not.
