View->Shown Layers->Edit Layer Groups should go to Layers Layers preferences tab

Bug Description
Currently it pops open the preferences dialog with the General tab selected, because its the first one. It should at least pick the layers tab and probably also the Groups sub-tab of that.
For gtk this would probably be a few method calls on layer_groups_form in dialogs.
Another alternative would be to just remove the Edit Layer Groups menu entry, since that functionality is already accessible elsewhere anyway.

I think remove "Edit Layers Groups" menu entry since that functionality is already accessible elsewhere anyway would be a good idea. I also think the same apply for layer editing in "View->Current layer->" sub menu, the last items.
It will keep software both simpler and more consequent. Time is also better spent elsewhere.
