Bug Description
Use the fpw data in the CSV or SQL file in the lib directory when looking up data for a footprint.
Also have a look for user data in the $HOME/.fpw directory.

Preferred fpw file locations:
The files "user_data.csv" and "user_data.sql" should remain in "$HOME/.fpw".
The user generated "*.fpw" files should remain in "$HOME/.fpw".
The system wide files "fpw_data.csv" and "fpw_data.sql" should remain in "$PREFIX/
