[ubuntu-recovery] ubuntu-recovery shouldn't use the packages not from main/restricted

Bug Description

# sudo apt install ./ubuntu-recovery_0.4.9~22.04jiayi2_all.deb
Reading package lists... Done
Building dependency tree... Done
Reading state information... Done
Note, selecting 'ubuntu-recovery' instead of './ubuntu-recovery_0.4.9~22.04jiayi2_all.deb'
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

                   Recommends: lvm2 but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

They are removed since the version "0.4.9~22.04jiayi2dev1"
