Bug Description

Due to the removal feature:
#11363: Remove the Setuptools integration (build_sphinx hook in setup.py).

there are failing tests in the PBR project:

[ 68s] FAILED pbr/tests/test_setup.py::BuildSphinxTest::test_builders_config
[ 68s] FAILED pbr/tests/test_setup.py::APIAutoDocTest::test_default_api_build_dir
[ 68s] FAILED pbr/tests/test_setup.py::APIAutoDocTest::test_different_api_build_dir
