Bug Description

PBR does not appear to follow the order of requirements file lookup as specified by https://docs.openstack.org/pbr/2.1.0/#id6

I tried creating both `requirements-py3.txt` and `tools/pip-requires-py3` (as concatenation of other `requirements*.txt` files including a `requirements.txt`, however only the list from `requirements.txt` was included (which is item #3 in the documented list).
