PBR install_requires conflicts with pip-tools

Bug Description
PBR expects a valid requirements.txt file to set the `install_requires` field, however pip-tools depends on valid `install_requires` field to auto-generate the `requirements.txt`
IMO the pip-tools model is a better solution since it will correctly version dependencies and transitive dependencies and also supported auto-updating versions.
Can you please add a flag that can be used to disable PBR from modifying the `install_requires` values from setup.py and/or setup.cfg?
