ceilometer-api does not start in IPv6 env

Bug Description

In IPv6 environment, ceilometer API throws the following error:

 File "/usr/bin/ceilometer-api", line 13, in <module>
    my_ip = socket.gethostbyname(socket.gethostname())
socket.gaierror: [Errno -2] Name or service not known

gethostbyname() only works for IPv4 addresses.

From python socket API:

gethostbyname() does not support IPv6 name resolution, and getaddrinfo() should be used instead for IPv4/v6 dual stack support.
