Bug Description

Hello!

I am using PBR for a project and it has a submodule in 'mailpile/contrib/print'.

I am getting the following error at install: error: can't copy 'mailpile/contrib/print': doesn't exist or not a regular file

Indded, print is not a file. It is a folder, and it has stuff in it.

I tried including the contents of the folder with MANIFEST.

Just renaming the folder to 'potato' will fix the issue. (not renaming the submodule ofcourse). This leads me to think that the issue is not the content or the folder itself, but the fact that it is a submodule.

This is preventing our project which wraps a large C++ library from switching to pbr: https://github.com/stan-dev/pystan/

The C++ library needs to be a submodule since it's being actively developed and the interactions with the Python library are sometimes complex. It would be a huge chore to have to include it in the repository directly.

It would be nice if pbr would just allow us to include specific files specified in ``package_data`` instead of choking on the pointer to the submodule.

Code review for this patch seems to have stalled in January. Am I correct in interpreting that this means this patch is unlikely to be merged?
