heat had this:
[files]
scripts = bin/heat-api
etc
When run in develop mode this wrote a setuptools thunk to the environment bin (as it should). But unlike the writer we patch in in pbr for entry point based scripts, this included the requirements cross check glue:

Should be straight forward to insert a writer for this too, but as we steer folk to entry points anyhow, am marking wishlist.
