podman create should not use --detached ever

Bug Description

In paunch we call podman create --detached when the container will be managed by systemd.
This never made any sense and actually broke with podman 3.0 via https://github.com/containers/podman/commit/15345ce4c3b02389fe172f090549a50b95322753

Paunch commands will fail with:
stderr: Error: unknown flag: --detach"

We need to make sure to not use --detach when we call 'podman create'

I am not yet sure we do this with tripleo_container_manage, I did not see any podman create commands on a first glance.
