* Expected behavior:
Tabs opened in Terminal should be stored and re-opened after closing Terminal.
* What happens:
Tabs are lost if a new Terminal instance is launched from Files.
* Steps:
1- Open some tabs in Terminal (i.e.: Downloads/ and Documents/)
2- Close Terminal.
3- Open Files.
4- Right click and select 'Open in/Terminal' (from within any folder)
5- The pinned terminal opens, and all previously stored tabs are lost.

I can confirm this only happens when Terminal has been closed beforehand. If it's already running, this will not occur.
