Bug Description

Running Terminal under Ubuntu 16.04 (Xenial) the window automatically shrinks to minimum size and cannot be resized - it just shrinks again. The exception is if it is fullscreened or tiled to an edge.

The proposed fix has been found to introduce an unwanted regression so will be reverted. No acceptable alternative fix has been found.
