Terminal Area is not touch scrollable

Bug Description

GTK3 Containers are now natively scrollable with touchscreens, but Terminal's container is somehow not, instead the text of that area will be selected.

Midori scrolls the container when you drag on whitespace, but selects when dragging on text, Terminal should probably do the same thing.

This is likely an issue with libvte. Dropping from the loki milestone

You can scroll it, but the ratio of scroll to touch movement is not 1:1. Meaning that the window scrolls more than you move your finger.
