Bug Description

We need a "locale" plug for adding languages, setting the first day of the week, 24hr time etc.

Mac OS has a handy menu/filter that has presets based on location. But we should allow manually overriding and doing whatever the user wants (Celsius in the US? Why not.)

I encourage you guys to check out lp:switchboard-plug-locale . The UI isn't 100% like the new mockup but i would like you to test out the functions work.
