When cropping, floating toolbar is invisible

I went to crop a photo today and the little floating toolbar that usually pops up was nowhere to be found, but the main window still showed it was losing focus like it usually does when the toolbar is shown.

This made it impossible to unlock the aspect ratio from whatever I'd set it to last time I cropped a photo.

I can't really reproduce it exactly unfortunately. But Maddie and I had spoken before about putting these little floating dialogs centered in the bottom toolbar. I think that would solve any of these potential issues and keep the controls off of the content as well.

I'm facing this too. The aspect ratio is locked and I can't figure out how to change it.
