Bug Description
We should remove the duplicate UI here and only add accounts from Online Accounts in Switchboard.
For clarity, there are some extra mail-specific options for editing accounts so we need to preserve editing (and for now removing), but pressing the "Add" button should take you to Switchboard

I believe the only things we'd want to expose are Save Sent Mail, Storage, and Signature.
