More subtle attachment reminder

Bug Description
Right now we throw a dialog when someone tries to send an email if they mention something like "attach" or "attached".
Instead, we could be more subtle; for example, we could overlay the attach icon with a blue dot and explain it in a tooltip.

I'm -1 on removing the dialog, but I think having a subtle indicator could lead to the user correcting the issue before the dialog is needed.
