Keyboard layout in pantheon-greeter is not set to user's default layout when using a Bluetooth keyboard

When using a Bluetooth keyboard, the keyboard layout in Pantheon greeter is not automatically set to my preferred layout (dvorak).

Confirmed that this only seems to affect Bluetooth keyboards. A USB keyboard does, in fact, respect my layout. I think it's because layouts are managed differently in Bluetooth. It could also be related to this too: https:/ /bugs.launchpad .net/bugs/ 1087504
