share friends with other people

Bug Description
We may want to also include the ability to share a vcard file with people who maybe aren't using friends.
However, we may also want to not as this could be considered a privacy issue.
If we keep friends a closed system, people can potentially control what kinds of data is being shared. For example: only share my address with family. Whereas if you can export a vcard, you're allowing your friends to share your data easily with people you might not have wanted to share it with.
