open-with is broken in 0.3.0.3.1

Bug Description

The right click open-with option is not shown for files with no extension (perhaps this is by design), but I can also see it is missing from a .dat and some .ini files in a folder.

Other .dat files *show* the open-with option, which shows that this is not consistent.

For the .ini files I can select an application and indicate that this is the default application to open them, but this will not be stored.

Is this still a problem in 0.3.1.1? If so can you check the properties of the problematic files, in particular the mime-type and permissions to see if you can spot a pattern?

The few .ini and .dat files I have tried on my system all offered to open in Scratch.
