Bug Description

When you eject an external HD, files should turn it off so that the user can safely remove it from the pc. But that’s not what is happening, I have been facing the issue that I need to unplug my HD while it is still turned on, and that may cause some damage to the device or in the files stored in it.
Whenever i need to turn off an external device, i use the “gnome-disks” software to turn it off.
If possible I would like for you to address this issue somehow, thanks you for your attention.

Just to serve as a reference, these two are the HDs i usually use:

summary: - files cant turn off external hard disk
+ Files can't turn off external hard disk

I guess we need to check drive_can_stop () and if it can then stop it as well as ejecting.

As an addendum, when the external drive is encrypted, gnome-disks is required to lock the mounted drive before it is unmounted. It would be nice to be able to also lock from Files itself.

Alex: Please could you create a new bug regarding the encrypted drive (if not duplicate)? Thanks.
