Second Files window opens beneath the other

I can consistently get files to open a new window in the background: open a files window, focus another app (mine was also on another workspace), click on the files icon in plank and it will take you to the initial workspace, right click the files icon in plank and open "Downloads", it will open beneath the other window.

After further investigation I have found that, even with the toggling, there is an issue under the following circumstances (at least), which is basically the situation initially raised by Andrei.

With multiple monitors, show a different workspace on the secondary monitor. Start Files from Plank on the primary monitor. Start a different app on the secondary monitor in the second workspace and focus it. Left click on the Plank icon then open a new Files window from the Plank context menu. The second Files window is created beneath the first one instead of on top. This only happens if you focus Files by left click on the Plank icon not if you focus/raise it by clicking on the Files window itself. The difference seems to be that using Plank to focus FIles causes the second workspace on the second monitor to switch to the first workspace (the one Files is on) whereas clicking on the Files window does not cause this. The bug also does not occur if after left clicking on Plank you click anywhere on the Files window but it still occurs if you click on another app window.

This might be related to bug #1575382 and the issue involving the bluetooth indicator and the bluetooth switchboard plug (I cannot find it atm)

Further information:

The bug does not occur choosing "New Window" from Plank - only choosing a bookmark.

The bug does not occur if you press a key before right-clicking Plank icon.
