Copy Method- Simultaneous or Queue

The Idea is that when we copy-paste a file while another file operation is in progress, a popup window needs to check whether the user wants to copy both files simulatneously( slowing down both operations, but sensible if second file is small ) or wants the copy operation to be queued, which is sensible if both operations are time consuming.

I encountered this as well today in Freya and agree with the proposed solutions, but at the very least the user should be alerted that the action is not going to be performed. As it stands, it's not a great user experience.
