Pantheon Files Plank Menu is Inconsistant

Bug Description
The plank menu for pantheon files does not show file bookmarks/shortcuts unless pantheon files is already open. This makes these quick shortcuts in the menu nearly useless, since you have to open Files anyway to use them.

The plank menu for pantheon files has an extra divider line when pantheon files is already open, and no file copy action is taking place.

That is because it is implemented using dynamic quicklists. Currently there is not really a way to implement it any other way. This could be fixed by having a pantheon-files deamon running on the background which would provide this quicklist menu.
