add Plank settings item in the system settings

Bug Description

Now I can use Dock settings only one time.
And if I set Transparent theme I don't know how to show Dock settings menu again

Also in system settings I can see several Dock settings.
why you have not moved the Dock settings there?

The system settings contains those settings which are meant to be exposed and nothing more. Therefore plank having its own extended settings dialog is not advertised.
