Bug Description
Setting badge or progress has no effect if the target app has no windows open. Plank should not require the app to have open windows to manipulate its launcher via Unity's LauncherAPI.
The primary use case for such manipulations are "background" apps like update-manager, email client, microblogging client, etc. that listen in the background and show badges in the dock when new action items appear.
