Bug Description
Attempting to use the number pad on a laptop results in numbers being input regardless of the numlock state. This occurs regardless of input device; I am able to reproduce this issue on an attatched USB keyboard in addition to the keyboard built into the laptop.

Also affects the numpad decimal key. With numlock on the numpad decimal key does not insert a . character; however, with numlock off it does. OpenBSD-current, libvterm 679, pangoterm 587.
