Link to "enter number" forms from front page, not sample items

Bug Description
The front page links to a sample bug, sample person, etc. To make use of those sample links, you have to copy the right URL, paste it, then edit it.
It might be more useful to have the sample links link to plain "enter bug number," "enter username" etc. forms instead. If we want to get fancy, the forms could show you a clickable/copyable URL instead of taking you directly to the target page.
