Unable to setup keystone to use SSL

Bug Description

I was looking for a way to deploy keystone to use SSL but it seems it is hard coded to not support it: https://github.com/openstack/packstack/blob/master/packstack/puppet/modules/packstack/manifests/keystone.pp#L5 this requires people to manually setup keystone to use SSL. Please add support to deploy using SSL.

Hi,

Packstack only provides SSL support for Horizon and RabbitMQ. Since its scope is currently limited to test environments, we have no short-term plans to extend SSL support to services.
