Bug Description

problem:- packstack version Queens fail with openstack installtion "Error: Failed to apply catalog: Could not authenticate"

I have tried to several time , but all of those time it fail.
this is separate fresh installation , where it is failing.

 * Time synchronization installation was skipped. Please note that unsynchronized time on server instances might be problem for some OpenStack components.
 * File /root/keystonerc_admin has been created on OpenStack client host 10.61.10.176. To use the command line tools you need to source the file.
 * To access the OpenStack Dashboard browse to http://10.61.10.176/dashboard .
Please, find your login credentials stored in the keystonerc_admin in your home directory.
 * Note temporary directory /var/tmp/packstack/b3747a0184f14042a78e046500e8e713 on host 10.61.10.176 was not deleted for debugging purposes.

I Have same issue and it seems no one know how to solve this issue

it's happened in all openstack version not only queens

I've tried to reproduce it using rocky and worked fine. My steps in a clean centos7 (wihtout epel repo enabled):

- yum install -y "*-rocky"
- yum update -y
- yum install -y openstack-packstack
- packstack --allinone
