Error running packstack with nova network after puppet4 update

When running packstack with nova-network (CONFIG_NEUTRON_INSTALL=n), following error appears:

ERROR : Error appeared during Puppet run: 192.168.121.91_controller.pp
Error: Illegal attempt to assign via [index/key]. Not an assignable reference at /var/tmp/packstack/6a4a331e41664b1aa061d77893b0b922/modules/packstack/manifests/nova/network.pp:26:7
You will find full trace in log /var/tmp/packstack/20161221-095435-EBbOAA/manifests/192.168.121.91_controller.pp.log

Seems to be related to puppet4 migration.

    Remove support for nova-network

    Nova has removed support for the network service in ocata

    This patch removes the option to deploy nova-network using
    packstack. As such, it forces to enable neutron. Otherwise
    it returns error.
