Stop configuring heat_stack_owner for trusts_delegated_roles

Bug Description

It looks like TripleO does not configure anymore trusts_delegated_roles = heat_stack_owner (the default value is empty), which means that (in combination with the default policy file) everyone can use Heat. I think it would make sense for packstack to do the same.
