No way to set os_region_name in glance-api.conf and glance-cache.conf

Bug Description

In glance-api.conf and glance-cache.conf, there is no way to set 'os_region_name' to a user provided value. It is always set to 'RegionOne'.
A new configuration value (CONFIG_GLANCE_REGION) should be added to Packstack. And maybe it should default to the value of CONFIG_KEYSTONE_REGION.
